
Edgar “Andy” Ratcliffe Anderson, Jr., M.D., Lieutenant General, USAF (Ret.)
Founder
Andy served 30 years in the Air Force as a pilot, chief physician, hospital administrator and AF Surgeon General. He was the Lead Agent of the Tricare Region VI, which included both Wilford Hall USAF Medical Center and Brooke Army Medical Center in San Antonio, as well as 17 other military hospitals in a four-state region. He had a small role in the development of the VA Veterans Integrated Service Networks (VISNs) while Air Force Surgeon General in the early 1990s. After retirement, he served as a chief physician at Hines VA Medical Center. He founded Veteran’s Health Medical Supply in 2006 and led the company as President and CEO until retiring in 2020.

Melisa Schultz, MPH
Chief Executive Officer
Melisa has held leadership positions in the private sector for more than 20 years. She entered the employee benefits field in 1991 with San Antonio-based telecommunications company Qwest (then called USLD Communications). In 1995, she was promoted to Director of Compensation and Benefits. She then joined Pier 1 Imports in 1998 as Director of Employee Benefits. In 2008, she joined Veteran’s Health Medical Supply as Vice President of Operations & Customer Service. She was promoted to Chief Operating Officer in 2013, and was named Chief Executive Officer in 2020.

Brenda King, CPA
Chief Financial Officer
Brenda joined Veteran’s Health Medical Supply with more than 20 years of comprehensive experience in corporate finance and accounting. She has spent the last 11 years in the health care industry as Chief Financial Officer of ReCept Pharmacy and NurseCore Management Services. In these roles, Brenda gained valuable experience in management of the finance and accounting functions, mergers and acquisitions, and strategic planning. She became the CFO for Veteran’s Health in May 2013.

Jennifer Mihills
Director, Sales Support
Jennifer’s career has spanned more than 20 years and has included various roles in administration and customer service. In 1997, she became a Human Resources Specialist for Pier 1 Imports. When promoted to Benefits Manager, she assumed responsibility for the company’s retirement and relocation programs. While overseeing multi-million-dollar programs, Jennifer also gained experience managing a call center. In her next position after leaving Pier 1, she served as the Assistant Director of an education center from 2005 to 2013. Jennifer joined Veteran’s Health Medical Supply in January 2013 as Manager of Sales Support, and was promoted to Director of Sales Support in 2014.

Stephen H. Hozey
Director, Government Relations
Stephen joined VHMS in 2014 with more than 18 years of sales experience in all areas of the healthcare market (acute care, rehab, long-term care and home care). He began his career in the Air Force Reserves, where he was certified as a medical service specialist, emergency medical technician and cardiopulmonary lab specialist. His ten years of service included a tour in the Gulf War after his unit was activated.

Christopher Nolen
Director, Government Relations
Chris began his career in the military, serving 20 years as a U.S. Army medic. While in Special Forces, he traveled in the Middle East, Africa, and Central Asia. His military career also included four years as an instructor in the Joint Special Operations Medical Training Center at Ft. Bragg, NC. After retiring from active duty in 2004, he spent eight years in pharmaceutical sales with AstraZeneca. In 2012, he took a job in medical sales with ADS, Inc., serving the Department of Defense and federal agencies. He joined Veteran’s Health Medical Supply in February 2017.

Pierre Breton
Director, Government Relations
Pierre joined VHMS in 2022, bringing 20 years of professional account management, sales, and customer service experience. His previous roles include hospital sales at Berlex Labs, pharmaceutical sales at Sanofi, and IT equipment sales and service. Pierre also has 12 years of public safety experience: 8 years in firefighting/EMS rescue and 4 years as an EMT-paramedic. Born and raised in Nebraska, Pierre attended University of Nebraska and graduated from San Diego State University.

John Atkinson
Director, Government Relations
A graduate of The Citadel, John served in the US Army Ranger regiment and US Army Special Forces. He deployed eight times to the Middle East and Central Asia and was medically retired after 21 years of service due to wounds he received in combat. In 2016, he began his post-military career in surgical spine at DeGen Medical, where he learned about government contracting. He then transitioned to a Service-Disabled Veteran Owned Small Business, where he was promoted to Vice President of Sales and Strategic Initiatives while expanding his knowledge of the government medical space. He joined Veteran’s Health Medical Supply in 2024.

Aaron M. Proctor, MBA
Manager, Supplier Relations
Aaron has extensive experience in management and human relations. As Director of Operations at Salvation Army Youth Education Town of North Texas, he oversaw day-to-day operations, staff management, procurement, licensing compliance and risk management. Before that, Aaron worked as Unit Director for a new Salvation Army Boys & Girls Club, where he developed/implemented programming, formed strategic community partnerships, managed annual budgets, and grew the club to be the largest Salvation Army youth program in the DFW Metroplex. Aaron also held a progessive series of roles at a language school in South Korea, where his responsibilities included teaching, employee training, event coordination, conflict resolution, and improvement of performance and employee satisfaction. Aaron joined VHMS in 2017.

Leticia Tirres
Manager, Customer Service
Leticia has more than 25 years of operational experience in a variety of industries, and she has been managing teams locally and remotely since 2010. With a strong background in both accounting and customer service, Leticia prioritizes accuracy, quality and efficiency. She excels at evaluating the needs of growing companies and implementing solutions to help ensure their success. She joined VHMS in 2017.
